The soakaway law for front gardens can be confusing. The link below is the governments official file explaining everything in detail. In summary, they want to limit the amount of water entering the storm drain systems, so they encourage permeable materials being used; block paving, shingle, aggregates etc. Paving can still be used, but suitable drainage needs to be added; linear systems, soakaways in the ground, flower beds for water to run too etc. 

On certain occasions, planning permission will be required, but this is only if none of the criteria on drainage systems can be met. This has never yet been necessary for any of our clients. Details of this is also explained in the file below.
